Kyiv Police said three women were killed there and 25 people injured, including a 7-year-old girl; two more people were killed in the Holosiivskyi district. Prime Minister Serhii Koretskyi said all three of the city's combined heat and power stations were attacked, along with infrastructure in Kyiv Oblast that powers the capital and central regions. Ukraine's Air Force said no information on the launches was received from partners on Oct 12 or 13.

A Russian Kh-101 cruise missile scored a direct hit on a five-story apartment building in Pryluky, in Ukraine’s Chernihiv region, in the overnight attack of Oct 7. When the search and rescue operation ended on Thursday morning, 22 people were confirmed dead, five of them children, and 54 were injured, seven of them children, President Zelensky and Ukraine’s interior ministry said. Rescuers pulled 15 people out alive.

Diesel for its emergency generators remains low after nearly three weeks on generators in August and September, and military activity has hampered resupply; the plant is considering keeping fewer generators on automatic standby. On Oct 3 the IAEA said Director General Rafael Grossi is negotiating a localized ceasefire for repairs at the nearby thermal power plant, which would be the eighth IAEA-brokered ceasefire for the plant's off-site power.
