Note

Late on October 13, a Russian missile struck a nine-story residential building in Kyiv's Desnianskyi district with little warning and set off a large fire, Mayor Vitali Klitschko reported. Kyiv Police said at least three women were killed and 25 people injured, including a 7-year-old girl. Klitschko said 16 were hospitalized and four were in serious condition.

Further waves of ballistic missiles followed early on October 14. Kyiv Police said two people were killed in the Holosiivskyi district.

ATTRIBUTION: Prime Minister Serhii Koretskyi said all three of the city's combined heat and power stations were attacked, as well as infrastructure in Kyiv Oblast that supplies power to Kyiv and central regions. Ukraine's Air Force said "no information from partners regarding missile launches from enemy territory has been received" on October 12 or 13. President Volodymyr Zelensky confirmed that no early warning was provided.

Two things changed at once: the targets moved to heat, and the early warning went quiet.

Why it matters

Combined heat and power plants heat Kyiv's apartment blocks as well as lighting them. Hitting all three in October aims at the winter.
