Typhoon No. 29 poses a threat to Taiwan's land areas.

Central Weather Administration, typhoon warning report No. 8, Oct 22 (translated)

Note

Taiwan's Central Weather Administration has raised its warning for Typhoon Champi to a sea and land typhoon warning. In report No. 8, issued at 8:30 PM Taiwan time on Thursday, October 22, it told every area of Taiwan to stay on high alert and guard against strong winds and torrential rain, and told vessels in all waters near Taiwan and the Bashi Channel to do the same.

At 8 PM local time the agency placed the center at 21.2N 124.9E, about 430 km east of Eluanbi, the island's southern tip. Champi was moving northwest and turning north northwest at 18 to 15 km/h, with a central pressure of 940 hPa and sustained winds near the center of 45 m/s, about 162 km/h. The agency says the storm weakened slightly over the past three hours and poses a threat to Taiwan's land areas.

The agency forecasts the center about 110 km east southeast of Yilan by 8 PM on Friday. The US Joint Typhoon Warning Center, which had Champi at 105 kt in its Warning 32, below super typhoon strength, forecasts a track off Taiwan's east coast before a turn to the northeast and steady weakening.

The rain may be the worst of it. The agency warns of locally extremely torrential rain in the Yilan County mountains from tonight into Friday, and torrential rain in the mountains of Taipei, New Taipei and Taoyuan. It says waves of 8 m or more have already been seen off the southeast coast and Lanyu.

For days Champi was a storm at sea. Now it is close enough that the warning covers the land.

Why it matters

Champi has weakened from super typhoon strength, but it is still a large typhoon, with winds of 15 m/s or more reaching about 320 km from its center on average, and Taiwan's weather agency now treats it as a threat to the island itself, not just the seas around it.
