As of six in the morning on September 16, DSWD’s ninetieth report on this monsoon-and-cyclone cluster reads 10,655,641 people affected across 6,972 barangays — about 244,000 more than the boarded #80 stamp — while still-displaced fall from 126,224 to 90,629 and evacuation centers from 618 to 441. Houses damaged edge to 4,588. Assistance logged rises to about ₱2.77 billion. The named systems have long left PAR; the welfare ledger has not gone quiet — it has gotten larger on people and smaller on tents.
